The Finnish Transport Safety Agency (Trafi) organized an expert meeting on flight safety over the Baltic Sea in cooperation with the International Civil Aviation Organization (ICAO) from 31 May to 1 June 2017. The aim of the meeting was to agree on finalizing the proposals of the previous meeting in early March and turn them into recommendations. A tangible proposal for the publication of operational procedures in compliance with good aviation practice was made. Preliminary consensus on the use of transponders was also achieved.

The flight safety meeting gave several recommendations on operations in the high seas airspace.

”The atmosphere of the meeting was positive and we managed to reach practical results in many issues. A document containing principles and good practices for operations in the high seas airspace over the Baltic Sea is an achievement of particular significance”, says the chairman of the meeting, Mr. Kari Siekkinen, Chief Adviser of Trafi.

The meeting decided that these principles and good practices will be published as an ICAO EUR OPS Bulletin at later stage for the use of the international aviation community. The aim is to increase the awareness of the aviation community of operations in the high seas airspace.

In addition to the previously agreed contact network on the operational level, the meeting decided to form another contact network on the strategic level that will mainly consist of those experts who took part in the meeting.

The meeting also prepared a preliminary working paper on the use of transponders. The working paper will be sent to the participants for comments and will be finalized in the near future.
